Sphere of authority of the organisation

DataCentrum is an independent state-budget funded organisation whose settlor is the Ministry of Finance of the Slovak Republic. DataCentrum mainly performs the following main tasks:

1. it ensures the elaboration and once a year updating of the concept of development of the Ministry’s information system and its implementation in cooperation with the relevant departments of the Ministry of Finance of the SR and with the Ministry’s organisations,
2. it cooperates in the preparation of the concept of the national information system,
3. it coordinates and manages the development of informatics within the Ministry in accordance with the approved concept for the development of the Ministry’s information system,
4. in the framework of the budgeting process of the chapter of the Ministry of Finance of the Slovak Republic, it is responsible for the area of informatics, including the identification and verification of user requirements,
5. it coordinates the preparation and public procurement for the implementation of projects based on the concept of the development of the Ministry’s information system,
6. it develops the principles of project management and quality management in the implementation of information systems within the Ministry of Finance of the Slovak Republic and supervises compliance with these principles,
7. it manages and coordinates the system integration of the Ministry’s information system,
8. it ensures the creation, development, implementation and application of the methodology of building the Ministry’s information system, the creation of standards and evaluation of compliance with them, the management of code-lists and registers within the Ministry and is responsible for the implementation and compliance with the standards of the state information system within the Ministry of Finance of the Slovak Republic,
9. it ensures the acquisition of data from the Ministry’s and external organisations for the needs of the fulfilment of the Ministry’s tasks and the automation of this process,
10. it ensures and evaluates analyses of internal and external data flows within the Ministry of Finance of the Slovak Republic in order to streamline and rationalise data availability,
11. it ensures the development of the Ministry’s data communication, is the administrator of the Ministry’s communication network,
12. it ensures the construction of the communication and technological infrastructure for the projects of which it is the administrator and operator,
13. it ensures interconnection of the relevant departments of the organisations of the Ministry of Finance of the Slovak Republic to other national and international communication systems,
14. it ensures consistency of databases in the Ministry’s information systems,
15. it ensures the operation and management of computing and communication systems for the processing and presentation of data provided by the individual production systems of DataCentrum for the needs of the fulfilment of the tasks of the Ministry and its management,
16. it performs the tasks of the main communication and information centre for users of the Ministry’s information system,
17. it ensures conceptually the protection and security of the Ministry’s information system,
18. it ensures the solution of selected projects of the Ministry’s information system and software support tasks,
19. it ensures the processing of routine tasks for the Ministry of Finance of the Slovak Republic,
20. it participates in the preparation and implementation of international agreements in the field of informatics,
21. it carries out analytical and methodological activities to support the management of state policy, submits proposals for projects and innovative solutions to improve the quality of research and development in the field of informatization,
22. it supports, promotes and presents the implementation of the results of research and development in the field of informatization, information and cyber security and infrastructure creation in practice.

Competences

1. it coordinates, manages and methodologically guides the creation of the concept of the Ministry’s information system, the development of the Ministry’s information system and its parts in the process of its creation, updating and implementation,
2. it ensures the acquisition, processing and provision of information from the state budget, State Treasury, tax, customs, financial, property and other ministerial and non-ministerial areas in order to support the analytical, management and legislative activities of the Ministry, including technical, software and communication support, security and protection of the Ministry’s information system,
3. it creates and implements projects of information systems,
4. it formulates standards, methodological, organisational and legislative conditions for the integration, interconnectivity of parts of the Ministry’s information system and for the security of the Ministry’s information system,
5. it carries out research and development in the field of information and communication technologies aimed at the creation of a central information and communication infrastructure at the national level within the scope of its competences.
