The Subsidy Spending Review evaluates spending of EUR 1.46 billion per year (1.5% of GDP; 3.5% of public spending). The final report evaluates existing subsidy schemes, in particular in terms of the need for state intervention and the appropriateness of the form of subsidy. It adds evaluations and recommendations for each scheme.
The review provides an analytical perspective on the structure of Slovak public spending and the outcomes achieved. It compares Slovakia's spending relative to the size of the economy for the years 2011-2020 with the countries with the highest quality of life (Smarts), those with the most improving quality of life (Tigers) and those which joined the EU together with Slovakia (EU 2004). In doing so, it also seeks to take into account demographics and other factors that influence spending levels regardless of political decisions. The aim of the review is to identify the areas where budgetary resources should be most concentrated.
